I'd take B if i had to choose. Either way doesn't matter though. I still win something :P. At least in writing competitions it doesn't really matter if you get first or second.
Assuming that the contest reserves the right to deny first place for any reason, I'd rather share first place than get named second. It's perfectly all right for me to know that my work is recognized at as high a level of quality as someone else's effort. However, I'd really hate to win something with the knowledge that the judges didn't think that my work deserved a "real" top spot.
